Did Obama build ISIS?

We must give Obama credit where credit is due.  Although it pains me to admit it, Barack built ISIS.  ISIS is perhaps the greatest achievement of the Obama years.  A lasting legacy!  Yes, it was unintentional, but nevertheless Obama built ISIS!!!

Had Obama not been hellbent to withdraw the troops from Iraq, ISIS would have had no place there to take root. ISIS is Obama's lasting legacy.
