What is the Difference between a Fine and a Tax?

A FINE IS A MONETARY PENALTY FOR DOING SOMETHING WRONG.  A TAX IS A MONETARY PENALTY FOR DOING SOMETHING RIGHT.  DAMN, LOOKS LIKE THEY GET YOU GOING AND COMING.  BUT EVEN WORSE, OBAMACARE IS A TAX JUST FOR EXISTING.

I have legacy asthma and each year get a replacement for a related inhaler off the good old NHS.
One time I noticed that said inhaler (which, as a working taxpayer, I have to pay a standard charge for, £8.20) was empty and took it back to the pharmacy for replacement.

"Oh dear", she drolled
"You'll have to go back to the Doctor and get another prescription..."

I tried quoting the Sale Of Goods Act and pointing that the (empty)inhaler was 'not fit for purpose'.

"Complain all you like darlin', it's not a sale, it's a Tax."

They amount to the same. The money they get and then they can spend spend and spend some more. Crooks.
