FOLLOWING THE VICIOUS ATTACK ON THE AMERICAN PACIFIC FLEET AT PEARL HARBOR BY FORCES OF THE EMPIRE OF JAPAN PRESIDENT HILLARY RODHAM CLINTON IN A RADIO ADDRESS TO THE NATION SAID, "THE ONLY THING THAT AMERICANS NEED  FEAR IN AN UNREASONABLE FEAR OF OUR ENEMIES AND WE SHOULD EMPATHIZE WITH THEM AND TRY TO UNDERSTAND THEIR MOTIVES".  PRESIDENT CLINTON WENT ON TO SAY THAT NEGOTIATIONS WITH JAPAN SHOULD CONTINUE SO THAT WE COULD REACH AN AMICAL SOLUTION TO THE PROBLEMS THAT DIVIDE US.
